Once on the Administrative Clusters page you will be able to click on links to the following administrative clusters and then navigate to the Department that you are interested in.
This is a non-exhaustive list of sources of data (most currently not the raw data) on durban.gov.za, to be split out in multiple sections in time:

Valuation Roll Search (although only returns a limited number of records)

Open Data Durban has begun work on it's Open Data Portal that seeks to convert data into user-friendly formats (such as out of PDF) and act as a support to the municipality when Durban.Gov is down or data is removed, as well as adding Durban-related data that is out of scope of the muncipality, such as education (a provincial mandate) and election results.
The purpose of the portal is simply a place to put data that is being used by the open data community and so is not currently aiming be exhaustive, but rather an additional resource to users.
